The chief of the Special Investigations Branch of the Utah Department of Corrections is called in when the chairman of the Utah Board of Pardons and Parole is shot to death in his driveway. The investigation leads toward a corrupt group of state prison employees, "The Commission".

The author is a former police officer and state parole board member, and a professor of criminal justice in Utah.
